Isoetes echinospora Durieu - Spiny-spore Quillwort
This species is probably more widespread than the map would indicate. Due to its diminutive stature, its emergent/submerged habitat, and often encountered sterile state (megaspores required for positive id), it is probably under-reported/collected.
